Scope of Services and Deliverables:
The Services and Deliverables to be provided by you will include the following:

1. Analyze government information pertinent to business architecture
2. Consult with appropriate government contacts on specific business architecture elements
3. Conduct focus group workshops.
4. Develop/revise business architecture artifacts as part of the Enterprise Information Architecture (EIA) Federated Framework and ensures that these are vertically integrated.
5. Model business at enterprise and/or core business levels.
6. May be assigned to support other ministry architectural initiatives

Qualifications:

1. Knowledge and experience with a wide range of methods, techniques and tools for business architecture such as, but not limited to: business functional modeling, service lifecycle modeling, business event modeling, business process mapping, value chain analysis, and other related disciplines;
2. Successfully completed business architectures in government settings or similar complex, multiproject/ multi-client organizations;
3. Good understanding of diverse business environments, especially government environments, and a good understanding of the business drivers in these environments;
4. Proven ability to identify and analyze business requirements;
5. Knowledge and experience with of information technology providing the ability to integrate and identify IT-enabled opportunities to solve business pressures/needs;
6. Business and IM/IT strategic and operational planning and performance management practices, especially as they apply to the public sector environment;
7. Communication, facilitation, negotiation, consensus building, and problem-solving skills;
8. Demonstrated commitment and proven ability to do effective stakeholder management.
9. Experience as a business architect, who has successfully modeled the business at the enterprise and/or core business levels for medium to large organizations.
10. Experience in developing enterprise architecture deliverables (e.g. models)

Other:
Knowledge and experience in the following are highly desirable and are being sought in the Consultant:

1. Knowledge of Zachman Framework including business / information / application / technology / security architectures.
2. Experience in developing enterprise architecture deliverables (e.g. models) based on Ontario Government Enterprise Architecture processes and practice
3. Knowledge and understanding of Information Management (including record keeping) policies and practices
4. A background in healthcare delivery services is preferred; in particular familiarity with Hospital Information Systems, Clinical Management Systems, and medical claims adjudication would be desirable.
